    The Committee on the Judiciary moved to amend the bill by striking out the title and substituting therefor a new title, to read as follows:

    Eng. House Bill 4542--A Bill to amend and reenact §21A-5-7 of the Code of West Virginia, 1931, as amended, relating to unemployment compensation benefits; preventing contributory and reimbursable employers from being relieved of benefit charges to their accounts if an overpayment of benefits is the result of the employer's failure to provide requested information timely or to adequately allow the state to accurately determine a claimant's eligibility for benefits; providing an increased rate for employers who fail to pay all contributions, penalty or interest due by the date contribution rate is calculated.
